From my understanding you cleaned around the CPU and did not actually remove the heatsink - is this correct? If that's the case that will eliminate some of the things that could be going wrong but it still could be something hard to diagnose like a cut trace on your board. :(

Heatsink has a cable that attaches to your motherboard and uses it's 12v circuit to power itself.

that deffently isnt the problem then becuase the heatsink fan is one of the fans that runs.

Could my computer possibly not be booting becuase theres no CPU cooling paste?

I was thinking you cleaned excess thermal paste around the CPU that was flaking off but if you actually removed it from the CPU and put the HSF back on than that would be an issue... still from a cold boot I would think you should be able to make it into the BIOS before it hits the fail-safe temp and shuts down...

yeah there is no cooling paste at all. It did start up once then it went into the safe temp thing and then shut the computer down. Now it just wont start.

You should definitely try putting on some paste and seeing if that helps but there's a good chance you fried your chip already.

Let us know how it turns out.
